Contribution at the conference in Venezia (26-27 november '99)
Les Pénélopes is a non-profit women's organization based in France, coordinating a feminist Web site and the first feminist interactive TV program, based in France.
Building on their professional experience with multimedia technologies and on their feminist background, Les Pénélopes started by organizing conferences on "New Massmedia from a Women's perspective" and "Women's representations in the multimedia industry", along with creating their own informative web site (httpt://www.mire.net/penelopes).
The web site provide on-line information on feminist theories, practical agenda, intemational issues. Its aim and ethical ground is "to promote, publish and disseminate practical and theoretical information, privileging the rights and the place of women, and to support all activities ensuring the exchange, the treatment, the update, the coordination and the diffusion of this information in favour of all women of the world. Sexist, racist, fascist and homophobe information are excluded."
Women must grasp the opportunities offered by new information and communication technologies. Because these new media remain unregulated, they allow for women's full acces and participation to the emerging Information Society. They offer a free circulation of formation across borders that leads to stronger North/South interactions, thus encouraging all kind of solidarity. We think that European women should both defend and promote men's human rights, for themselves and for all. In this respect, some of the key objectives the exchange and diffusion of information for and by women, and to ensure that women's perspectives are incorporated in the design of the next generation's world.
OBJECTIVES OF THE CONTRIBUTION
To present our experience with new information and communication technologies (ITCS) serving both women's information and women's empowerment.
To explore innovative ways of international cooperation for the development of women's and feminist multimedia activities.

ABSTRACTS OF PAPERS
Thinking of the famous phrase (knowledge is power), which certainly had a tremendous impact on many women's engaging into feminism as a place to learn from each other's experience, thus getting stronger in their personal and collective struggles, we might as well say today that (information is empowerment), as we discover that Internet has become a world place for women to share their feminist experience and actions, to enter new professional fields, and to ? raise consciousness outside of the traditional media scene.
We already experience how ICTs are growing to a new opportunity for citizens in general, and men in particular, to strenghen their role as changing agents through worldwide information exchange and access to worldwide knowledge. Although many women are still excluded from process to, and usage of, ITCS, we are tempted to believe that these technologies will not only open an endless horizon of virtual planetary connections, but that they will also create a dynamic for more solidarity, greater impact of local actions and increased efficiency of global feminist struggles.
Presentation of Les Pénélopes
Les Pénélopes is a French women's organization aiming at the promotion, publishing and diffusion of information from a women's perspective, using any kind of media. Our goal is also encourage activities related to the exchange, the treatment, up-dating, collecting and diffusion of this information for the benefit of all women.
Our organization is actively weaving the women's worldwide web. Everywhere, and so in France, younger and older women are looking for information, interactions and debates. Moreover, women all over the world struggle for their rights and develop networks strategies :) empower. The review process of Beijing +5 is a good example. Also, we are concerned about the necessity to reduce the ideological, technological and material gap between Northem and outhern countries in Europe.
Our objective is to create virtual libraries, worldwide encounters, intemational discussion forums and newsgroups, so that women can share their experience with each other. We think that Internet encourages non-hierarchical, multifaceted interactions. It brings about the development of a new, totally free citizen's culture, the sharing of international initiatives to the benefit of all.
While Les Pénélopes started raising awarenes of, and interest in, multimedia from a feminist perspective, the need to better understand that new sector was growing among women's groups. Therefore, the Web site was launched and is now supported by a large network of national feminist and women's organizations. The web site provide on-line information on feminist theories, practical agenda, international issues.
The network is also organizing free Internet trainings (starting end of this year) and facilitation women's organizations and individuals to use Internet for lobby work and exchange of information. A large number of France-based women's and feminist organizations joined the network as they realized that the information they publish in internal letters or in feminist magazines will now be accessible to a much broader audience. These trainings are also meant to demistify Internet, which is only a tool, not a science by itself. The more women will know about these technologies, the more they will find the right use for themselves and their children. These trainings are not open to feminist organisations only, with a tradition of fight, but to any and all women!
Because women are increasingly entering the multimedia sector as professionals and as surfers, and because traditional media are growingly linked with multimedia technologies (e.g., digital ), we see there a tremendous opportunity to enter a field which has been male-dominated nd of little (or none) access to femínist productions, in our French experience at least, speak the world of media.
The interactive TV program
First feminist interactive television programme via internet in Europe, CYBERFEMMES aims at providing a platforin to women throughout the world to exchange ideas and develop common actions. Informative and activist, our programmi extends the work we have been developing for three years on our French-speaking web site called LES PENELOPES
CYBERFEMMES proposes, in French but occasionally in English, a weekly one hour broadcast covering international news and current affairs and offering debates, reports, videos, reviews f or book, film, theater play, exhibition etc.
We cover topics forgotten by traditional media and try to casts a new light on indepth topics (peace struggles, domestic violence, globalisation), legal matters (professional equal rights, health system), history and art, as well as women daily life and other gender related issues.
Our programme is enriched with visuals, articles, documents, bibliographies which can be read live or afterwards thanks to an online archival system.
Web surfers also have the opportunity
to ask questions to our guests and interviewees or give their personal point of view by
using the chatroom.
Joelle Palmieri is president and co-founder of Les Pénélopes. Originally a computer scientist Joelle has held several posts over the last ten years. She has been a technical Director, a DTP and Graphics Trainer, PR Director, Graphic Designer and Sub-editor. For the past three years, Joelle has been working as a multimedia programmer and designer, she writes and cordinates the creation of CD-ROMs and web sites.
